Rani Borkar is the Microsoft Corporate Vice President for Azure Hardware Systems and Infrastructure. In her role, Borkar leads the core organizations responsible for planning, architecting, developing, and deploying hardware and infrastructure for Microsoft’s leading cloud computing platform—from silicon, to systems, to supply chain. Over the last 35 years, Borkar has established herself as a pioneer in the semiconductor industry, a technology executive, product visionary, and trusted leader. Borkar’s leadership has intersected the most seminal platform shifts in the evolution of modern computing: the rise of the PC, the introduction of consumer mobile, the arrival of multi-core processors, and the proliferation of digital transformation via cloud, AI, and quantum computing. During her 27-year career at Intel, Borkar led silicon product development strategy for microprocessors that drove evolutionary shifts for the semiconductor industry, including the highly successful Intel Xeon, Atom, Core, Pentium, and Celeron product families. Managing large, complex, and diverse global engineering organizations, Borkar’s leadership enabled technological innovation in servers, PCs, mobile phones, tablets, and the Internet of Things that drove major product shifts and transformed consumer behavior. Since joining Microsoft, Borkar has been instrumental in strengthening Azure’s place as one of the industry-leading enterprise cloud computing platforms. Currently, Azure is the global leader in enterprise cloud computing, as it serves more than 95% of the Fortune 500. As the head of Azure Hardware Systems and Infrastructure, Borkar is responsible for the vision, strategy, and architecture of silicon and systems development, cloud supply chain as well as global capacity deployment for Microsoft’s cloud data center infrastructure. Under her leadership, Microsoft’s brightest engineering minds focus on developing technologies that empower the world to innovate and drive end-to-end business value for Azure’s products and solutions. Leading with the philosophy of “mission first, people always,” Borkar has inspired and transformed organizations by building close-knit communities. To produce great technology, Borkar believes in the power of combining technology assets and engineering talent with the values of collaboration, innovation, and risk-taking, thereby empowering teams to innovate and move the industry forward. Borkar is actively involved in the Global Semiconductor Alliance (GSA), where she serves on its board of directors and on the GSA Women's Leadership Council. She is also on the board of directors of Applied Materials. Borkar previously served as a Trustee and as Chair of the Board of Trustees at Oregon State University to help guide the state’s effort to advance economic development and innovation. Borkar earned a bachelor’s degree and a master’s degree—both in physics—from the University of Mumbai, India. She went on to earn a second master’s degree in electrical engineering from the Oregon Graduate Institute. Borkar also holds an Executive Program in Leadership (LEAD) certificate from the Stanford University Graduate School of Business.

Bio

Eric Boyd leads the AI Platform team within Microsoft’s Cloud + AI division. This is the global organization that spearheaded the development and deployment of Azure OpenAI Service in the current age of generative AI and his oversight includes Azure Machine Learning, Cognitive Services, Cognitive Search, and internal platforms that provide data, experimentation, and Graphics Processing Units (GPU) cluster management to groups across Microsoft. AI Platform’s mission is to make Microsoft’s Azure AI the best platform for first- and third-party customers – a mission that has been actualized through the incorporation of “AI copilots” across Microsoft’s suite of tools for enterprise customers. During his tenure at Microsoft, Eric has created success in several roles, leveraging his innate talent to inspire and engage team members at every level. He joined the company in 2009 to create the Silicon Valley Search Ads team. He moved to Bellevue in 2011 to lead the Bing Ads Development team prior to taking on his current role in 2015. Before coming to Microsoft, Eric was the VP of Engineering at Mochi Media, an ads startup that was acquired by Shanda Games. Prior to Mochi Media, he was a VP of Platform Engineering at Yahoo for ten years. Eric graduated from the Massachusetts Institute of Technology with a bachelor’s degree in computer science. He is an avid skier, Seattle Seahawks and Boston Red Sox fan, and a semi-retired professional blackjack player.

許大山博士於2011年加入聯發科技，目前為 Mediatek Research 的負責人，研究中心的主軸在人工智慧。在此之前曾任 Mobilepeak Systems 的共同創始人與首席技術長，台灣大學電機系電信所副教授，以及Qualcomm 蜂巢式網路演算法負責人。99 UC Berkeley 博士, 93 NTU EECS 學士。研究興趣在於基礎 communication and computational 理論；實務上將理論實用於商用之蜂巢式通信，虛擬與擴增實境，基礎模型，以及創新之EDA等領域。

Dr. Da-Shan Shiu is currently the Managing Director of Mediatek Research, with a focus on artificial intelligence. Prior to this, he co-founded Mobilepeak Systems and served as its Chief Technology Officer. He was also an Associate Professor at the Department of Electrical Engineering and the Graduate School of Communications Engineering at National Taiwan University, and the lead of cellular modem algorithm at Qualcomm. He holds a Ph.D. from UC Berkeley. His research interests lie in fundamental communication and computational theory. He applies theoretical principles to practical applications, such as cellular communications, virtual and augmented reality, foundation models, and innovations in electronic design automation (EDA).

人工智慧有悠久的歷史，且已成功應用在許多領域。近來生成式人工智慧吸引了許多人的關注和想像。在這個論壇，我想分享我對兩個領域的觀點：半導體推進人工智慧與人工智慧推進半導體。許多生成式人工智慧應用有更強大的運算需求。從交付人工智慧工作負載的角度來看，能源效率與運算能力提升同樣重要。高價值運算資源之間的交叉連接也變得至關重要。因此，如何運用半導體推進人工智慧發展，除了考量原始算力、 網絡速度和成本之外，在提高能源效率和交叉連接效率這方面還有很多創新機會。至於人工智慧如何推進半導體發展，這一直是一個題材豐富的領域，我們也持續將不同的人工智慧演算法應用在不同領域。生成式人工智慧可以進一步幫助我們加速朝向人工智慧運營的願景前進。在區域和全球都面臨半導體人才短缺的時代，我們可以利用這樣的技術來改善營運，幫助新人學習以支援全球半導體產業成長，並加速全球人才的發展和互動。

AI has a long history and has been applied successfully in many areas. Recently generative AI has captured attentions and imaginations of many. In this panel I will share some perspectives in two areas: semiconductor for AI and AI for semiconductor. Many generative AI applications require heavier computing needs. From delivering AI workload perspectives, energy efficiency is as critical as computing performance improvements. Cross-connecting available high-value computing resources also becomes critical. So in terms of semiconductor for AI, there are lots of innovation opportunities on energy efficiency and cross-connecting efficiency beyond raw compute/network speed and costs. As for AI for semiconductor, this has been a target-rich area as we continue to apply different AI algorithms in different domains. Generative AI can further help with our aspiration of AI operations. In the era where we have semiconductor talent shortage locally and globally, we can leverage such technology to improve operations and help new talents learn and ramp faster for semiconductor industry growth as well as global talent scaling and interactions.

As the Engineering Director, Jason Ma oversees Google Taiwan’s site growth, business management and development, as well as leads multiple R&D projects across the board. Before taking this leadership role at Google Taiwan, Jason was a Platform Technology and Cloud Computing expert in the Platform & Ecosystem business group at Google Mountain View, CA. In his 12 years with Google, Jason has successfully led strategic partnerships with global hardware and software manufacturers and major chip providers to drive various innovations in cloud technology. These efforts have not only contributed to a substantial increase in Chromebook’s share in global education, consumer and enterprise markets, but have also attracted global talents to join Google and its partners in furthering the development of hardware and software technology solutions/services. Prior to joining Google, Jason served on the Office group at Microsoft Redmond, WA. He represented the company in a project, involving Merck, Dell, Boeing, and the United States Department of Defense, to achieve solutions in unified communications and integrated voice technology. In 2007, Jason was appointed Director of the Microsoft Technology Center in Taiwan. During which time, Jason led the Microsoft Taiwan technology team and worked with Intel and HP to establish a Solution Center in Taiwan to promote Microsoft public cloud, data center, and private cloud technologies, connecting Taiwan’s cloud computing industry with the global market and supply chain. Before joining Microsoft, Jason was Vice President and Chief Technology Officer at Soma.com. At Soma.com, Jason led the team in designing and launching e-commerce services, and partnered with Merck and WebMD on health consultation services and over the counter/prescription drugs/services. Soma.com was in turn acquired by CVS, the second largest pharmacy chain in the United States, forming CVS.com, where Jason served as Vice President and Chief Technology Officer and provided solutions for digital integration. Jason graduated from the Department of Electrical Engineering at National Cheng Kung University, subsequent which he moved to the United States to further his graduate studies. In 1993, Jason obtained a Ph.D. in Electrical Engineering from the University of Washington, with a focus in the integration and innovation of power systems and AI Expert Systems. In 1997, Jason joined the National Sun Yat-sen University as an Associate Professor of Electrical Engineering. To date, Jason has published 22 research papers and co-authored 2 books. Due to his outstanding performance, Jason was nominated and listed in Who's Who in the World in 1998.

Mr. Michael J. Chang is currently holding the position of Managing Director of Taiwan Development Center (TWDC), Microsoft in Taipei. Mr. Chang was the Director of Engineering of Software Technology Center in Asia before the assignment to set up the AI R&D Center in Taipei.
Graduated from State University of New York (SUNY) at Stony Brook with Master of Science degree in 1996, Mr. Chang joined Microsoft Corp, Redmond, WA in 1997 as Campus Hire. In his 25 years Microsoft career, he has been working on many Office products and Services and innovating for the best user experience, from Win32 clients, to Service Products, and to Online Services. He has been working on Project, Word, OneNote, Office Shared Engineering, SharePoint, Exchange, SharePoint Online, Exchange Online, Office365 Cloud Service Management, Big Data, Office ecosystems / Extensibility, and Office Online.
Mr. Chang holds two US patents on software development tooling and technology. His expertise is in large scale Software Project Management, Software Development and Process, Software Automation, Online Services Product Development (PaaS & SaaS) and Management, and Management Excellence.
